It is time once again for the NMGWA to request the Government Affairs Contribution from members of our industry and those who have an interest in the ground water industry.  With hard work and perseverance the NMGWA was able to hold back a number of bills that could have had far-reaching affects on the ground water industry.  It is more important now than ever that we continue to fight.

With the 2006 Government Affairs Contributions, the NMGWA was able to:

1.  Retain an Attorney to research the authority of CID to limit a well drillers’ ability to install pumps (including solar equipment).  The research indicated that pump installations by a licensed well driller may already be covered by state statutes.  Correspondence has been forwarded to the OSE and CID for further clarification.  This issue will continue to be pursued and the membership will be updated as information becomes available.

 

2.  Retain an Attorney to research requirements for drill rig and support equipment registration.  As we are all aware this issue is anything but clear cut.  The Attorney has provided the Board of Directors with an 11 page memo outlining her findings, which the board is currently reviewing for discussion at the July Board Meeting.  After that, information will be condensed and provided to the members so that each one can make a decision for themselves based on the findings. 

 

3.  Initiate proceedings for Pump Installer Regulations.  It is becoming more obvious that this is an area that we must address.  It could come to a point where a pump installer will be required to be a licensed electrician and plumber in order to do any installations. This would be detrimental to our industry as a whole and is something that we must fight to circumvent.

 

4.  Retain our Lobbyist for a full one year contract.  Work during the session as well as the interim is extremely important in order to stay on top of the issues that keep cropping up that could threaten our industry. Many of you have heard of the untimely death of our lobbyist Chris Jaramillo, the Board of Directors is working to find a replacement as quickly as possible and will be working to stay on top of these important issues until a new lobbyist is in place.

The Government Affairs Contribution in addition to the Picnic Auction and the Calcutta Dinner, enables the NMGWA to continue to work hard for the ground water industry in New Mexico.  Any contribution you can make is greatly appreciated.
